MADRIGAL ASKS AID OP GOVERNMENT.

" Vicente Madrigal, the local coal dealer called upon the "Governor General yesterday to seek from the Philippine government 'aid to secure the continuation of the importation of coal from

Sr. Madrigal received information that the Australian govern 'mont has decided to stop all exportation of coal to the Philippine 'and other countries not British, French, Belgian, Eussian or "Japanese so as to put a stop to the sale of the coal and ita

'exportation from Manila to ports or ships belonging to Austria 'or Germany.

The Governor General promised to use his best influence to 'secure the raising of the embargo on coal provided guarantee "would be given that the product would not be re-exported.

The unmitigated cheek of Mr. Madrigal is worthy of a certtin Find of admiration considering, that he is the owner of

the S.S. "Rio Pasig" which took out the first cargo of coal to

the enemy, but was caught on the way and is now a prize of war

in Hongkong; that it is he who diverted the deliveries of coal fi

from the bona fide consumers with whom he had contracts; that his

firm has been the sole and only seller of coal to the enemy; and

that it is to his manipulations that we are indebted for the lo98

of the ships recently sunk by the German cruiser "Enden" in her

raids into the Bengal Sea. This cruiser was in the Yellow Sea of

Japan on the 10th of August, and on the 10th of September she mad

her first raid in the Bengal Sea: and there is no doubt that

during the month she was not heard from, she obtained a fresh sup

ply of coal from one of the steamers despatched from Manila.

Had it not been for Mr. Madrigal, in all probability the German

cruisers in oriental waters would have run short of coal and bean
